浅析我国西部人力资源开发问题的反思与出路(1)论文

论文摘要：人力资源是进行 社会 生产最基本最重要的资源。在知识 经济 时代 ，人力资源在经济增长中越来越起到决定性的作用。

我国西部人力资源丰富，但人力资源开发面临着的 问题 ，严重制约了西部的 发展 ，延缓了西部经济的发展。如何开发人力资源,提高我国西部地区的经济发展水平？本文笔者就我国西部地区人力资源开发存在的问题出发，在问题中思考，寻找出路，提出了一些自己的看法。

笔者认为政府应该从 教育 和卫生方面正确引导人民进入经济开发主战场，打赢西部开发这一仗。 关键字：人力资源 西部地区 反思 出路 Abshact: Human resources are the most essential and important ones to engage in social production and they play more decisive role in economic growth in knowledge economy age. The re are rich human resources in rural area in west China, but the quality of human resources is low and the capital of manpower is few, which seriously restricts the development of agriculture and postpones the process of the agricultural modernization in west China. How to develop human resource and Improve the economic development level in the west china? This paper has put forward some own views according to the question of the human resources in the west regions. The government should lead the people to enter the main battle field of economic development from the education and hygiene correctly , win this battle of development of western regions. 西部地区是我国人口比较稀疏的地区，经济不发达，社会生产力处于一个相当低的水平，西部地区经济的发展受到许多因素的制约，其中一个重要的原因就是人力资源开发存在一系列问题。西部人力资源开发是西部经济振兴的关键因素，如何解决人力资源开发过程中的问题是当今西部经济发展极其紧迫的问题。
